Castle Cove is on the western side of Middle Harbour, about 11 kilometres north of the city in the City of Willoughby. Apart from Innisfallen Castle, built in 1903–04 and now heritage listed, the suburb was largely built out between 1956 and 1970, when Headland Developments and Hooker-Rex Estates subdivided the headland. It is a suburb of houses on steep sandstone slopes, wrapped by bushland reserves that run down to the water.

Two things make Castle Cove's plumbing different from most of Sydney. The first is age: homes built in the late 1950s and 1960s are now sixty-odd years old, and so is their original drainage, unless it has been replaced. The second is the land. Willoughby Council's plans for HD Robb Reserve and North Arm Reserve, the bushland along Fig Tree Cove, both describe steep sandstone slopes with sewer and stormwater lines passing through them, and list sewer overflows and stormwater erosion among the problems those reserves face. On a hillside like this, gravity runs the sewer downhill, often across the back of the block and towards the bush, which affects how a blockage is reached and how a repair is done.

Sewers laid when the estates were built in the fifties and sixties are now at the age where joints open and roots get in. Council's reserve plans note that sewer overflows foul the bushland below the houses. An overflow from Sydney Water's main is Sydney Water's to fix, and should be reported to them. But a private line that is blocked, broken or has stormwater wrongly connected to it adds to the problem, and that part is the owner's to put right.
