Blacktown's traditional name is Boongarrunbee or Bungarribee. The town takes its English name from the Native Institution, which moved here from Parramatta in 1823, and from Black Town Road Station, opened in 1860 and shortened to Blacktown by 1862. It grew fast after the Second World War: the council records housing development in Blacktown and along the railway lines from a post-war population of 18,000, the world's first Westfield opened here in 1959, the Housing Commission developed nearby Lalor Park the same year, and the 1960s and 70s brought large-scale housing development across the district. At the 2021 census about two thirds of Blacktown's homes were separate houses, one in five were townhouses or semis and one in six were flats, and more than four in ten were rented. Blacktown City Council covers the suburb.

The ground is the starting point. Blacktown sits on the Cumberland Plain, on clay derived from Wianamatta shale that the state's soil survey describes as moderately reactive: it swells when wet and shrinks when dry, and that movement cracks rigid pipe and pulls joints apart over the years. The same shales carry natural salt, and the NSW salinity map for Western Sydney covers the Blacktown council area because salt damages concrete, brick, mortar and pipes. Water drains two ways from here. Blacktown Creek runs from Prospect Reservoir north to Toongabbie Creek and the Parramatta River, while Eastern, Bungarribee and Breakfast Creeks drain west to South Creek and the Hawkesbury-Nepean. On top of that, the houses are now old enough for their original drainage and water services to be near the end of their life, just as owners add granny flats and second bathrooms that ask more of them.
